PYA: Update on Training and Certification

When MSN 1858 came out to replace MSN 1802, there was an error made with the wording for required service to gain exemption from completing the Training Record Book for OOW 3000gt (Y) candidates.

This has now been amended as per MIN 521.  The service requirement has not changed from MSN 1802, and it remains that 36 months of Actual Sea Service on vessels over 24m is required for exemption of completion of the OOW TRB.

STCW Refresher training: Advanced Sea Survival (non-STCW).

For those applying for Yacht Certificates of Competency or revalidation:

For yacht Certificates of Competency only, non-STCW Advanced Sea Survival may be accepted in lieu of Proficiency in Survival Craft and Rescue Boats. However, your Certificate of Competency will be endorsed with the following limitation:

‘Not for use on ships equipped with davit launched lifeboats’.

Non-STCW Advanced Sea Survival must be updated every 5 years in line with Proficiency in Survival Craft and Rescue Boats. The MCA would recommend that all seafarers hold an STCW Proficiency in Survival Craft and Rescue Boats Certificate of Proficiency. This is due to potential problems of Port State Control Officers outside of the UK not accepting non-STCW Advanced Sea Survival.

STCW refresher training: update for those with older CoCs

The recently published MIN 520 clarifies the entry requirements for updating courses.  Anyone holding a valid UK issued CoC can take refresher STCW training in the current format and will NOT have to complete the full STCW safety courses again, even if the CoC dates back to the time before STCW safety courses became mandatory.

Security training:

As all yacht crew are usually engaged in security duties as part of the ship's security plan on-board, it is strongly recommended that the full Proficiency in Designated Security Duties (STCW A-VI/6-2) course be completed instead of the Proficiency in Security Awareness (STCW A-VI/6-1).

EDH after the 1^st Jan 2017:

Please be aware that after the 1^st Jan 2017 the MCA will not issue your CoC until 18 months from the completion date of the EDH course certificate. This is regardless of when you apply for the NoE or pass the oral exam for OOW 3000gt (Y).

ICC:

There are rumours circulating that it is required by all yacht crew to hold the ICC (International Certificate of Competence). The ICC certificate is for UK passport holders only and for use as a pleasure certificate in European waters to hire or charter small craft. This is NOT required for yacht crew qualifications or manning requirements on-board yachts.
